Côte d’Ivoire will increase its contribution to the 2017-2021 Africa Capacity Building Foundation's strategic plan (ACBF) from two (2) to three (3) million US dollars, has announced Thursday June 30, the Minister of State, Minister of Interior and Security, Hamed Bakayoko. This announcement was made during the opening of the 25th session of the ACBF Donors Conference held this year in Abidjan from 30June to 1 July. The Minister of State, Minister of Interior and Security who represented the Head of State at the opening ceremony has ensured that the country would continue to contribute to the functioning of the institution in charge of capacity-building programs in Africa.
To Hamed Bakayoko, if Africa is to benefit from its natural resources, it will need to build capacity in human capital, for, according to the State Minister, this issue is among the questions that "if properly addressed, will help Africa to move forward. "

In this dynamic, he welcomed the Foundation’s new strategic plan which indicates the levers that need to be activated in order to consolidate the existing capacities, revealing the less honourable indicators to the development of Africa.
"The most recent studies presented during the Africa Capacity Building Forum held Harare on 3 and 5 May, have shown that Africa only has 35 engineers per million inhabitants against 168 in Brazil, 2457 in the European Union, and 4103 in the USA. It also counts 70 agronomists to one million inhabitants against 550 in Latin America and 3000 in the USA” did mention M. Hamed Bakayoko.
However, he did not fail to commend the work of the ACBF in Africa in general and more specifically in Côte d’Ivoire where it fostered the creation of the CIRES’ Economic Analysis Unit in 1992 and the economic policy management program in 1998.
